HR & Compliance Manager

Hong Kong Education City Limited (EdCity) is a wholly-owned company of the Government of HKSAR. Our portal, EdCity.hk, is a one-stop professional educational portal in Hong Kong which incorporates information, resources, interactive communities and online services, and promotes the use of information technology (I.T.) in improving the effectiveness of teaching and learning. We are now looking for a high caliber professional to join our dynamic team in the following position.

 

Responsibilities:

  • Be responsible for human resources functions including recruitment, compensation and benefits, performance management, staff training and development, staff activities, etc;
  • Supervise building and office administration function in respect of building facility maintenance, cleaning, security and safety, office supplies, etc;
  • Plan and execute projects such as compensation and benefit review, annual dinner, office renovation, procurement of services and goods, etc;
  • Supervise content compliance function to ensure the contents are safe and compliant to internal policies, procedures and relevant law and regulations;
  • Formulate and review HR, administrative and compliance policies and guidelines, prepare papers and reports for board or committees’ meetings and management review, etc;
  • Take up ad-hoc duties as required.

Requirements:

  • Bachelor’s degree in any discipline, preferably in Business Administration or related discipline;
  • At least 10 years of work experience, of which 4 years or more in supervisory level or position, in the field of human resources management, administration and compliance, preferably in government-aided organizations;
  • Solid managerial experience in strategic planning, people management, budget control, etc;
  • Solid project management experience such as organizational review, compensation and benefit, annual dinner, staff development, office renovation, etc;
  • Proven track record in formulating HR and administrative policies, guidelines and procedures;
  • Good knowledge of governing policies in subvented bodies and solid experience in procurement of outsourcing services and office facilities and consumables;
  • Proficient in MS Word, Excel and PowerPoint and Chinese Word Processing;
  • Excellent command of spoken and written Chinese and English;
  • Good leadership, communication, interpersonal and presentation skills;
  • Independent, proactive, result-oriented, well-organized and detail-minded;
  • Candidate with less experience will also be considered as Assistant HR & Compliance Manager.
